Why are software development estimates regularly off by a factor of 2-3 times?

Michael explains the occuring (and unexpected) problems with an anology of a planned hike on the coast from San Francisco to Los Angeles to visit friends in Newport Beach.

The line is about 400 miles long; they can walk 4 miles per hour for 10 hours per day, so they’ll be there in 10 days. Or…?
