For years, the Center of Excellence Starter Kit (CoE) was the foundation for Power Platform governance. But that has changed.
Microsoft announced in April 2026: The CoE Starter Kit is no longer actively maintained, and issues are no longer addressed. Its core capabilities have moved into the Power Platform admin center. This marks a shift. Governance is no longer something you build and maintain yourself. It (or some functionality of it) is now built into the platform.
The CoE Starter Kit may still exist (and you do not need to remove the CoE Starter Kit tomorrow), but it does not have a future.
The future is the Power Platform admin center.
